Three ingredients make an answer land. First, your real numbers: what you earn, what you can spare, what the fee would displace. Second, the exact program by name, not "this course". The real timeline, and the myth about it
Sixteen days is the ceiling, not a promise of the full wait. You will get an email whether the answer is yes or no, and the Updates page in your account shows the status meanwhile. Once approved and enrolled, you get 180 days to finish the course, and if life gets in the way you can submit a fresh application after that.
Is it still 100% free when approved?

Coursera's article now says approved learners receive "a discount off the cost of the course", and that the amount "may depend on the details in your application and your geographical location".
