AFE Allocation for Special Needs (Allocation pour besoins particuliers)
About this award
Quebec's supplementary aid program for students with a documented disability or functional limitation. The Quebec equivalent of the federal CSG-D and CSG-DSE grants — Quebec students with disabilities apply here, not to the federal program. Adds non-repayable funding on top of the regular AFE loans and bursaries.
If you're a Quebec resident with a documented disability or functional limitation, the Allocation pour besoins particuliers is the dedicated AFE program for you. It's structurally separate from — and stacks on top of — the regular Programme de prêts et bourses, providing supplementary non-repayable bursary funding for the additional costs of pursuing post-secondary education with a disability. The program covers both ongoing financial supplements (income support beyond the main AFE calculation) and specific allowances for services and equipment (notetakers, interpreters, adapted technology, transportation modifications, and similar disability-related expenses). Critically: Quebec is opted out of the federal Canada Student Grant for Students with Disabilities (CSG-D) and the federal Canada Student Grant for Services and Equipment (CSG-DSE). Quebec students with disabilities do not apply to those federal programs — the Allocation pour besoins particuliers is the Quebec-side equivalent and the only government-aid channel available for this purpose. The program covers all post-secondary levels: secondary vocational training, CEGEP, undergraduate, and graduate study.

Apply for your main AFE Programme de prêts et bourses first — the Allocation pour besoins particuliers builds on top of an open AFE file.
Once your main AFE application is processed, contact the disability-services office at your CEGEP or university; they'll help you assemble the supporting documentation and route the supplementary application correctly.
The services-and-equipment portion is reimbursement-style for many items — keep receipts, invoices, and assessment paperwork as you incur costs during the year.
If you need a specific accommodation (interpreter, adapted equipment, attendant care) that isn't on AFE's standard list, ask explicitly — the program is designed to be adapted to individual circumstances, not just standard categories.
