The Manpower Training Measure (Mesure de formation de la main-d'œuvre) is Quebec's flagship retraining allowance for adults who need a new credential to find work. The Government of Quebec runs it through Services Québec under the Quebec-LMDA agreement — Quebec opted out of the federal Labour Market Development Agreement framework decades ago and runs its own version. The measure is funded because Quebec's persistent labour shortages in healthcare, trades, IT, and manufacturing cannot be filled fast enough through immigration alone, and the province needs adult Quebecers to retrain. If you enrol in qualifying training (vocational secondary programs, college technical attestations, short university certificates, simulated workplace training, or recognized basic education / French / literacy), the measure pays a weekly employment-assistance allowance — currently $475 per week for qualifying training tied to occupations targeted under Operation Manpower. On top of the weekly allowance, the measure reimburses tuition, transportation, daycare, and accommodation costs when those are needed for you to attend. Maximum total duration is 48 months across general and qualifying training combined. The allowance is paid weekly throughout your approved training and is not a one-time award. To qualify you must be at least 16, have been out of full-time school for 24-plus months, and be able to show that lack of training is a real barrier to your employment.
